Shortfill e-liquids are 0mg vape juice sold in bigger bottles, usually 50ml or 100ml, with just enough headspace left for a nic shot or two.

It's an easy way to get your favourite flavour at exactly the strength you want, without paying for pre-mixed juice you don't need.
